Implementering av miljömålet ”Bara Naturlig Försurning” i Västra Götalands län

Sammanfattning: This case study researches why the Swedish region Västra Götaland fails to implement the environmental aim to achieve only natural acidification. The study is based on implementation theory and is operationalized by interviews with authorities and text analysis. In conclusion this study finds that the natural condition of the environment in Västra Götalands län has a large impact on the result of implementing environmental objectives. The failed implementation in Västra Götaland is set in relation to another region – Stockholms län – in Sweden, which has succeeded with the same implementation process. In this case study the implementation process was more dependent on the natural conditions of the environment than the function of directed governmental instruments. The study shows that although the implementation process is conducted in the right manner there are still unforeseen obstacles on the way, which is characteristic for implementation processes. Furthermore the study emphasizes the importance of international cooperation with the purpose of counteract the source of the problem rather than just treating the symptom.
