Sammanfattning: The Swedish public sector has experienced an extensive change towards a more market-oriented structure since the latter part of the 20th century. This essay examines how ideas regarding welfare production in modern day Sweden can be linked to three different principles: a communitarian principle, an autonomous principle and an economic principle . By applying a theoretical framework in a descriptive idea analysis, the essay aims to analyze the ideological content within an inquiry ordered by the Swedish government, SOU:2016:78. Through dividing the content of the inquiry into three categories (descriptions, values and recommendations for action), a comparison was made possible between the content in the inquiry and the three principles regarding government operations. What this essay concludes, through applying the analytical framework, is that the inquiry can be seen as an attempt to encompass a number of different principles to arrive at two key proposals: a profit cap regulation for private welfare producers and a requirement for a permit to conduct welfare activities.
