Sammanfattning: In this case study the author first investigates how environmental and social considerations are being implemented in the Swedish public procurement process. After that the author tries to explain these descriptions using theories on public policy implementation. A distinction is made to the food procurement process in Sweden’s three largest primary municipalities. Through the study of local policies, contracts and interviews with public purchasers the author finds that these considerations are not being implemented to a very wide extent. The results show that the public purchasers need certain abilities to implement the considerations in an effective way. They need to understand both the local political rule and the industry in which they are buyers. Both the political will and the will of the contracting public official are also important to how the considerations are being implemented. Finally, the extent of the resources does not seem to be a main issue. However, the balancing of the resources might be. The resources need to be sufficient even for monitoring that the contracted considerations are being met. This study shows that this is often not the case, and that this limits the possibilities for environmental and social requirements in the first place.
