Sammanfattning: This bachelor thesis is about the special powers within Care of Young Persons (Special Provisions) Act (1990:52). The aim of the research was to study the staff’s attitude and experiences of using these special powers together with their attitude towards the governmental bill from March, 2018, regarding recommendations to changed powers within the Act of 1990. In our study we used qualitative methods, specific three focus groups discussions and one qualitative interview at four institutions in the southern part of Sweden. The gathered empirical material was analysed within the concepts of power, accounts and the process of normalization. The main results demonstrated that the attitudes of the staff using the special powers were essential for their work; working without them was regarded as unimaginable. The staff at these institutions of coercive juvenile care were using physical powers towards the youths and the reactions, according to the staff, were either violent or apologizing. Both the youth and the staff normalized the violence and the use of special powers. The staff strived to not use these powers due to heavy administrative work and to maintain a good relationship with the youths. Furthermore the results also indicated a concerned yet positive attitude towards the recommendations in the governmental bill.
