Sammanfattning: Swedish security policy has long been centered on a policy of neutrality. This has changed and is now centered on solidarity. A strong will of cooperation with other countries and organizations in order to create security for the nation. This paper aims to explain the current security policy of Sweden by using two of Graham Allison’s theories of decision making, the rational actor and organizational behavior. The paper is set up as a case study where material from the Swedish government, the Swedish contingencies agency (MSB) and the armed forces is analyzed. The result shows a security policy rooted in goals, set up to address a wide array of threats. Governmental choices are made in order to reach these goals. The governmental choices are influenced by the inputs of the governmental agencies, MSB and the armed forces. However, further material is needed to fully understand the choice the government made about the security policy.
