Sammanfattning: The purpose of this thesis is to examine whether the doctrine of Responsibility to Protect has influenced the United Nations’ Security Council in its resolutions from 2006 and 2007 with regard to the humanitarian situation in the Sudanese province of Darfur. The Responsibility to Protect was first introduced into the global community in 2001, serving as a response to the debate regarding intervention in and violation of state sovereignty. Key concepts within the doctrine are the redefinition of state sovereignty, state and international liability for gross human rights abuses, and the extensive protection of civilians. In 2003, Janjaweed militia, supported by the Government of Sudan, launched a counter insurgency campaign against the civilian population of Darfur, resulting in thousands of civilians being raped, tortured, displaced, and killed en masse. These attacks functioned as a catalyst for subsequent violence in the region. Using a qualitative content analysis, which centred on both manifest and latent messages, it was possible to identify, in the Security Council resolutions, the safeguarding of state sovereignty in the traditional sense, a reluctance to hold the Government of Sudan responsible for the mass killings carried out on Sudanese soil, and a weak focus on the protection of the human rights of the civilian population of Darfur.
