Behov och efterfrågan i planeringsdokument - en explorativ studie av planeringen för bostadsförsörjning

Sammanfattning: The aim of this study is to investigate how documents regulating municipal work related to housing provision are shaped, and how they utilize concepts of “need” and “demand”. Interviews with municipal planners are conducted to deepen the understanding of the municipal role in Swedish housing provision today. This understanding is crucial in discussions between public and private actors, which are essential in the market approach to solving housing issues, since Swedish housing policy has shifted in recent years from state subsidies and a beneficial regulatory framework to a more market oriented approach. The municipal role has evolved to where the municipality is only expected to step in where the market falls short, but it remains unclear where this line should be drawn. The municipalities’ conception of the concepts of “need” and “demand” will influence how they interpret laws regulating housing provision. It will also influence planners’ everyday tasks and whether or not they will work to achieve housing for all – which is what Swedish law demand they do - or to achieve a more efficient environment for investors and developers.
