Sammanfattning: Digitization, technology development and globalization mean that Sweden is taking big steps from an industrial society to a knowledge society. In line with this change, the demands on the employee, the employer – and on society increase. Workers' knowledge is the most important resource in society, and it is a resource that is constantly being recaptured. It is not enough to educate new generations – the welfare society requires lifelong learning. For all. But whose responsibility will it be to ensure that knowledge is in place? By using an analytical method, the thesis examines the legal conditions for the introduction of a requirement for skills development within employment. The thesis has a de ferenda and a de lata perspective in Swedish context. By analyzing both the Employment Protection Act (LAS) as well as collective agreements and the EU's employment policy the legal situation in relation to skills development is described. This is supplemented by a shorter field study through interviews with the social partners that highlight potential problems and solutions. The result of the investigation strongly indicates an increased employer responsibility for skills development within the employment, especially in the light of potentially impaired employment protection. In order to ensure that a competence reform really becomes general and mandatory, the state should be involved, with both financial means and as the supervisory body.
