Tillit och profession - En analys av svensk utredningsdiskurs kring professioners självständighet

Sammanfattning: The purpose of this study is to examine whether there has been a change in problem descriptions and solution ideas regarding governance principles in public investigations in Sweden from a discourse institutionalism perspective over the past decade. Furthermore, the aim has also been to try to map out the changes based on notions of professionalism and managerialism. The method is based on Viviens Schmidts work and conceptualization of discursive institutionalism. Through discursive institutionalism the analytical framework has been combined with ideal types of professionalism and managerialism to investigate governance principles based on these two ideas. The material that has been used are three public investigations from the time period 2011 to 2018. The results show that there is a certain change in the discourse regarding changes of ideas in public investigations. Mainly, the study shows that the philosophical and policy ideas have changed where a more professions-based governance is advocated to govern public institutions in the future.
