Sammanfattning: Mobility management is soft measures in transport planning that are used to increase sustainable travel within the community. The underlying reason behind the emergence of mobility management is the growing car dependency and its negative effects on society. Effects that conventional measure of traffic planning is not quite managed to solve. Unlike traditional planning, mobility management focuses on demand rather than supply and is most often used to enhance physical incentives for sustainable travel in cities such as bike paths and public transport. Mobility management has been developed mainly within the EU through several projects during the 2000s. The implementations of soft measures are increasing in pace with the development of sustainable transport is becoming more common. The City of Malmö adopted this new planning tool and applies it today both externally and internally within the own organization. However, there is an unbalance between the external and internal operation which can be derived to the external financial dependence and poor internal communications. This unbalance has favored the external context and lead to a successful development whilst the link between sustainable development and mobility management diminished in the internal strategies.
