Energi och hållbarhet – Ett trilemma? En framing-analys av hur Energistadgefördraget ska anpassas till EU:s Gröna Giv

Sammanfattning: This essay discusses the European commission’s and the European parliament’s framing of how the Energy charter treaty (ECT) should be adapted to the EU’s European Green deal. A framing analysis is used to describe how different actors try to frame the policy process. The analysis is made with the framework of the energy trilemma, where a triangle consisted by the aspects of energy security, costs and sustainability is in competition. The method of framing analysis is interpretative. A debate from the European parliament is analyzed, which from the interpreters view shows that the EU- commission mainly frames the modernization of ECT as matter of environmental sustainability. The members of the European parliament showed more of a view concerned about the economic aspects in the debate and discussions arose about jobs and employments. The hypothesis of the essay, was that the framing from the actors would mainly focus on sustainability and energy security, but the results implied more on sustainability and costs.
