Sammanfattning: Collaboration projects have the last decade become the new working method within the fragmented and specialised Swedish welfare sector. Collaboration aims to prevent people in need of vocational rehabilitation from ending up in between the responsible organisations. In 2004, a permanent organisation that enables local and national agencies to collaborate within vocational collaboration was made possible by law. This collaboration is however faced with a number of dilemmas in relation to that the organisation is situated in a complex environment of actors in between local and central aims. In this case study, the environment, function and expression of one such organisation in the local municipality of Nacka in Stockholm called Welfare in Nacka, are assessed based on concepts of new institutional organisational theory and discussions of order. Based on analysis of relevant documents and observations, it can be concluded that it is an organisation situated in a complex environment where it creates a flexible arena for the organisations within this field to meet and collaborate. Welfare in Nacka is an organisation and arena characterised by compromise and negotiation situated between local and central, between direct and indirect projects and between tradition and innovation.
