Neutrala och objektiva tjänstemän?

Sammanfattning: In this thesis I analyze how the politicians of a small Swedish town experience the role of the city officials in the decision-making. This I do by interviewing several politicans in the City Council. I discuss what classical bureaucratic theories and theories about experts say about the officials’ role in the decision-making. I also include what the law says about the issue. The problems that occured in the interviews was that the city officials sometimes in the decision-making were affected by their own or other’s opinions or interests. This may affect the neutrality and objectivity the city officials needs to live up to. This may be problematic to our democratic society because the politicians can not control the truth of all the documents the city officials hands to them. I have come up with some suggestions that may help the politicians to control and decide if what they have been handed is the truth or a work by a self-interested official. I have also made suggestions to what future research can pick up on.
