Blågröna lösningar - Barriärer och drivkrafter i omställningen mot en holistisk dagvattenhantering

Sammanfattning: Amidst the on-going trend of urbanisation, and its notable effect of climate change, there have been calls for a more sustainable management of storm water. As part of this movement, blue-green measures, with their many multifunctional benefits, have been recognised as sustainable solutions. The aim of this study is thus to identify the barriers and drivers in order to facilitate the implementation of blue-green measures. The thesis also seeks to understand the complex nature of storm water planning, as to create a more holistic approach to storm water. The methodology of the thesis is qualitative and based on semi-structured interviews. From these interviews it was possible to identify several barriers and drivers in the planning and management of blue-green measures. Through the lens of transition theory and a multi-level perspective, landscape, regime and niche, the barriers and drivers were analysed as to provide an understanding of the overall complexity, but also to locate the main barriers and drivers. There exist many incentives that encourage the municipal actors to implement blue-green measures, such as recreation, biodiversity and climate change. Alas, the majority of problems within the implementation exist within the storm water regime and with other inter-organizational barriers, such as lack of knowledge with politicians, officials, exploiters and civilians, fragmented roles and responsibilities, as well as uncertainty within economic management. Another barrier for the municipal actors is the legal landscape. This acts to tie the hands of actors whom work with the planning and establishment of many of the inter-organizational barriers. As such, legislation needs to be clarified. Also, new norms and viewpoints should be established between different actors within the storm water regime, as this can act to facilitate a broader insight into the benefits of blue-green measures.
