"Samverkan tar tid, om någon tar initiativ" - En kvalitativ studie om socialarbetares upplevelser av hinder och möjligheter för samverkan inom individ- och familjeomsorgen.

Sammanfattning: As the Swedish social services changed to a more specialized organization, child and welfare social services organized in such way that social workers’ and authorities within specialized units had to overcome cooperative obstacles to an increasing extent. The aim with this study was to investigate how social workers’ within child and welfare social services experience internal cooperation and their opportunities to work from a holistic view of clients’ living conditions. The method chosen for this study was qualitative semi-structured interviews with eight social workers’, from four units within child and welfare social services. In analyzing our results, we applied a new institutional perspective, a holistic perspective and the contingency theory, to illustrate how organizational structures affect social workers’ experience of internal cooperation and how they can create a holistic view around clients’ problems. The study found that the internal cooperation and to work holistically are trends that the social services have to follow in order to keep their legitimacy. The organizations are missing structural conditions, time and established routine for this to happen. What facilitates the cooperation is preconditions in the work environment and lower level of internal confidentiality requirements. Social workers’ express that the most common form of cooperation is need-driven. Since there aren’t any formal directions from the leadership, the social workers’ have to initiate informal meetings themselves. The study also found that cooperation is the key to achieve the holistic view on the client and in order to gain this, they have to cooperate with other units. This study has therefore attempted to highlight that cooperation is not always a priority. It is important and required that formal directions and to allocate time in order for cooperation to happen on a regular basis. Otherwise the overall picture of clients' living situation risks being lost.
