Sammanfattning: This essay is about the discourse within the official state investigations about the social childservice legislation in Sweden during 1921-1956. The main focus is on the fosterchildren and how they are percieved and described as well as how the ideals for their upbringing is pronounced within the discourse. How was the categorization and the definition of the fosterchildren pronounced and motivated? How was the ideal upbringing pronounced and motivated? How and towards who was powerclaims expressed?                       The definition of fosterchildren and ideals for their upbringing varied during the period in a way that correlate to the changes in society during the same period, for example regarding the development in psychiathry and state organisations.                               Claims of power was made between the state and the parents, which became increasingly strong at the expense of the parent. The society and its organisations developed fargoing ways of controlling and acting towards its citizens during the period. The claims of power between parents and children was always to the parents favor, although the increasing powerclaims of the state decreased the parents power over their children. There was a change in the powerclaim between state and child where the state had a decreased possibility of power as the childrens personal thoughts and needs at the end of the period was considered too important to oversee.
