Statliga risk- och sårbarhetsanalyser som underlag för nationell riskbild

Sammanfattning: The National Risk and Capability Assessment (NRCA) is used by the Swedish Civil Contingencies Agency (MSB) to decide to develop annual strategic plans. NRCA is carried out by dedicated experts in workshops and interviews with other actors’ representatives, etc. An alternative to this, could have been that the NRCA is performed based on risk and vulnerability assessments (RVAs) conducted by the Swedish national authorities, which can be further aggregated. This thesis is performed to investigate changes in the conditions for aggregation of the authorities’ RVAs since MSB’s regulations were updated in 2015. In addition, the possibility of aggregating national image of vital societal functions and dependencies among them based on the authorities’ RVAs is investigated. The first substantial conclusion is that no drastic changes have occurred in the conditions for aggregation with the new regulations of MSB. Furthermore, it is concluded that a complete national image of vital societal functions and their interdependencies cannot be aggregated solely on the basis of the authorities’ RVAs themselves. This is because a large part of vital societal functions are not covered by the authorities’ RVAs.
