Vad styr den kommunala integrationspolitiken? En jämförande studie i fem skånska kommuner

Sammanfattning: This paper analyzes governance of cultural and ethnic integration. The study has a comparative perspective between five municipalities in Skåne. One aim in this thesis is to clearify the ratio between the state and municipal authority and how municipalities exercise their autonomy. I analyze the advantages and disadvantages in different governance methods linked to how the municipalities are working in practice and what problem the integration policy is intended to eliminate. I also resolve the influence of officials and citizens in the policy process. My conclusion is that direct ruling to a large extent is limited by indirect control. This gives the coherence that local efforts focuses towards suppositions for job. This contributes to integration but is not enough according to the concept of integration. Different authorities use the room to interpret and determine the direction of the policy in quit different ways and degrees. Politicians focusing om working conditons in the integration policy can be understood as working policies is seen as the recent ?reciept for success?. My study shows that the integration policy process is related to the network society. I argue that such processes requires representative influence from the society. However, the lack of conditions for this and the effects of those who affects by the policies remains weak. A system that allows for different interpretations of the integration definition can possibly lead to increased segregation between different municipalities.
