Framgångar och hinder i myndigheters klimatanpassningsarbete - En studie av myndigheterna som omfattas av klimatanpassningsförordningen

Sammanfattning: Climate adaptation efforts are needed to deal with the impacts of climate change, and it is needed through the entire society. Since 2018, 32 national authorities and the 21 county administrative boards in Sweden are assigned to initiate, support and evaluate the work with climate adaptation within their areas of responsibility and within the framework of their assignments. There is need for good examples, so authorities can learn from each other. The aim of the thesis is to examine the possibilities of the authorities subject to the Ordinance on Agencies’ Climate Change Adaptation to execute and develop the work with climate adaptation by studying their identified barriers and success factors. The authorities’ annual reports to SMHI were studied and nine semi structured interviews with different national authorities and county administrative boards were conducted. The findings of the study show that there are several barriers to climate change adaptation. Lack of financial resources, human resources and access to knowledge are central barriers. However, some of the interviewed authorities have found ways to handle some of their barriers, often involving collaborations with other actors. Key success factors are access to knowledge and guidance, which is connected to other prominent factors: external and internal coordination and organizational structures and routines. Commitment by the political leadership of the authority, formal requirements and human and financial resources are also success factors for climate adaptation. Finally, the study concludes that a combination of different identified success factors as well as continued identification and management of barriers is important for a successful climate adaptation work. There are good examples to follow, but there is an individual learning process all authorities need to go through.
