Entrapment av en global aktör
Sammanfattning: The development of the European Union can be crucial for understanding possibilities for change in state sovereignty. Whether the European Union holds some characteristics that are otherwise incorporated in the notion of the state can be examined by looking at foreign policy, which is regarded as a central feature of sovereignty. The changing perceptions of European foreign policy by the European Unions´ three most influential member states are analysed, thereby illuminating the possible ways of depicting the role of the Union. The attempts by the states to establish a relation to European foreign policy is examined by using the concept of rhetorical entrapment, which implies that institutional uncertainty impels actors to persuade other actors to accept their own conception as the most appropriate. Hereby developments of national positions during a period of ten years are charted, showing a shift from different understandings, including both positions advocating a role as an independent actor in foreign policy and as an instrument for states, to a common depiction of the European Union as a political instrument for the member states. This shift is percieved as an indication of further possibilities to legitimize the role of the European Union as a global actor.
