Sammanfattning: Abstract Purpose: Today there is a shortage of housing in Sweden, where the industry cannot meet the demand in the annual producible of buildings. To get a faster construction process there is much to improve, for example the procurement process. One solution to the building shortage is Industrial construction. The industrial building companies are more or less limited to their building concept, some municipal special requirements appears to be a problem. The purpose of this work is to develop a proposal to streamline the procurement time between municipalities and industrial building contractors. Method: To come up with a proposal we used a qualitative approach, because the issues are based on deeper knowledge in the area and may be difficult to measure. As a qualitative method we chose semi-structured interviews to be done. The interviews were made with the relevant people, one from an industrial building company and six people from selected municipalities. All of them had good knowledge in the area of procurement and is their expertise. This was to get a high validity of the report. For high reliability there was specific questions that provided specific answers to the main questions of the report. Findings: The main problems were the delays that came at the review procedure, the design of the tender documents and when a procurement must be redone. The factors that may be behind the problems of time delays are tender terms, special requirements, rejection of offers, formality errors and obscurities in the tender documents, misinterpretations and poor communication with contractors. Implications: For a faster procurement process it is recommended to introduce a deposit for the review procedure, procure more design and build contracts, more use of functional descriptions, better dialogue between purchaser and contractor, put more resources into getting a proper and clear tender document, as well as use of partnering as a form of cooperation. Limitations: The report dealt only with open procedures in public procurement. It was also limited to procurement forms, which is general contractor and design-and build contractor and then partnering as a cooperative form. The result dealt only with how municipalities work and not on how the industrial building companies were working. Keywords: Tender documents. Special requirements. Review procedure. Offers.
