Från gerillakrig till civilt liv : en kvalitativ studie av FARC-EP:s medlemmars återintegrering enligt det colombianska fredsavtalet utifrån en DDR-teori

Sammanfattning: The purpose of this study is to understand how the reintegration into civilian life is go- ing to come about for FARC-EP ́s members. The primary material of this study consists of the Colombian peace agreement, signed 2016, between the government and the guerilla FARC-EP. To meet the purpose of this study, the study addresses the following questions: How should FARC-EP ́s members be reintegrated into civilian life according to the Colombian peace agreement? How is the peace agreement's reintegration of FARC-EP ́s members understood on the basis of the chosen DDR-theory? To answer these questions, a DDR-theory (disarmament, demobilization and reintegration of individuals from armed groups) is applied together with a qualitative content analysis. By analyzing the primary material, I have found that FARC-EP ́s members are to be reintegrated into civilian life through a DDR-process based on institution building, reinsertion, legal mechanisms, confidence building, international presence, involvement in politics, security, and peace work to be implemented consistently. Moreover, the study has confirmed that several important aspects of the DDR-theory matches with how the Colombian peace agreement describes the reintegration of FARC-EP ́s members. How- ever, the study also concludes that some aspects of the peace agreement are not in line with the DDR-theory, which can thus complicate FARC-EP ́s members' reintegration into civilian life. These aspects include FARC-EP ́s participation in demining programs, state funding of FARC-EP ́s voluntary work, the lack of long-term work strategies, excessive responsibility directed against FARC-EP occasionally, and mainly an exclusion of children and members with disabilities and chronic illnesses from FARC-EP.
