Sammanfattning: The thesis aim is to identify variables that facilitate aggregation from regional to national level among the Swedish regional risk and vulnerability analyses. The author also intends to determine how well the county administrative boards have been able to present their information according to these variables. The report consists roughly of four parts, where the author has: categorized different variables in the regional risk and vulnerability analyses, correlated the categorized content against a ranking preformed by a student workshop, compared the results to previous work within the subject and compared the results against the results of an experiment study. The variables considered to have positive influence on the aggregation were the following: That damage data is to be described semi quantitative or in a qualitative ordinal scale, the evaluation of capability should follow the regulations presented in MSBFS (2010:7) and the risk and vulnerability analysis should comply with the eight essential points presented in MSBFS (2010:7). The conclusions based on the results are that there is room for improvement among the county administrative boards. It is also concluded that MSB should encourage county boards to follow their guidelines and regulations.
