Missnöje, hög arbetsbelastning och organisatoriska begränsningar - En kvalitativ studie om hög personalomsättning inom socialtjänsten i Malmö stad

Sammanfattning: In recent years there have been frequent reports of a high workload and poor working conditions for social workers employed in social services where reports have shown that social services have had a high employee turnover. It is also common that the work the social workers do is characterised by difficult assessments and decisions which can result in a large amount of pressure to perform in accordance with the law and framework of the organisation. The aim of this study was therefore to examine and analyse underlying reasons for the high employee turnover amongst social workers in social services, active in the child welfare unit in Malmö. To collect data we conducted eight qualitative interviews with child welfare workers. The theoretical point of departure was organisational theory and we analyse the empirical data through different notions such as bureaucracy and street-level bureaucracy.The key findings of this study was that the employee turnover derived from several reasons based on the organisation and its construction. This study concludes that there is a combination of different reasons for the employee turnover in social services and based on the social workers experience the reasons derive from the organisation and its framework, aswell as how the organisation’s governance affects the individual social worker in her role and work situation.
