Jämställdhet och governance - en analys av CEMR:s jämställdhetsdeklaration
Sammanfattning: In this thesis a declaration of gender equality, produced by CEMR (Council of European Municipalities and Regions) is analyzed. This declaration is viewed as an example of how multi-level governance is carried out in the EU. Its main focus is the method of gender mainstreaming and it is supposed to be implemented on the subnational level of the member states. This declaration, as well as the method gender mainstreaming in particular, is noted to be a policy field of the third-generation politics which provides both implications and possibilities for its implementation. I find that it tends to focus on the differences of women and men which contstructs the sexes as binary categories and gives little opportunity to change these stereotypes. Also there is a tendency in the declaration to hide the political conflicts that are intrinsic to gender equality politics. The declaration is comprehensive and takes a broad hold on gender equality. In spite of this it's difficult to see that a single municipality could acheive its full implementation since it is not combined with any economic aid, nor is it congruent with the dominant poltical values of today: economic growth and development.
