Det Stora Al(l)varet - En fallstudie av Mörbylånga kommuns åtgärder under och efter vattenbristen 2016

Sammanfattning: In 2016 Mörbylånga municipality, on the southern part of the Swedish island Öland, suffered from historically low levels of ground water. The water scarcity made the municipality prioritize the question radically. The aim of this in-depth case study is to analyze the process of solutions to the water scarcity in the municipality, using the theory Multiple Streams Framework. The main research question considers how the acute situation influenced the measures to ensure water supply. Relevant material for the study was collected through interviews and text analysis, which subsequently was analyzed within the streams of the framework. The study shows that significant resources was put on managing the situation and that different solutions was discussed and implemented. The framework was not fully applied but the study could, in terms of the theory, suggest that a policy window opened in the problem stream. The study presents two possible policy entrepreneurs and shows that the water scarcity changed the long-term arrangements to ensure water supply. This is shown by the constructing of an innovative water plant that was not planned for before the drought.
