Sammanfattning: This study discusses the Chinese state’s use of soft power in the Forum on China-Africa Cooperation (FOCAC) and the policy paper China’s Peaceful Development. The theory of soft power is mainly about how to make a state to want the same outcomes or goals rather by attracting this state to do so, than using force or economic sanctions. My aim was to understand how China attracts collaborations in Africa, by using my own combined template as the thesis’ methodology to search for expressions of soft power in the statements. My analysis of the Chinese government’s speeches and policy paper showed that the state articulates all three kinds of soft power which are values, culture and foreign policy. Through including these resources of soft power in their statements, the Chinese state intends to attract the African countries to collaboration that enhances their mutual development. My research concludes that the Chinese culture is the weakest resource and needs to be exposed more to Africa in order to have real impact on China’s soft power. China needs to prove the credibility of the partnership with Africa; hence the massive effort put on the foreign policy which is based on shared values, good intentions and gaining legitimacy through challenging other power’s attraction. China have some resources for a successful soft power, however China needs to settle problems that might harm the image of China, and such sensitive issues are human rights problems and also the overall situation in China which face international criticism.
