Sammanfattning: The point of departure for this essay is the observation that the municipality of Lund is giving priority to handicap associations over other forms of associations. This act can be regarded as trespassing into the realm of civil society. In respect of this, two aspects appear to be particularly interesting to explore. The first is to determine which perspective of freedom the municipality of Lund holds. I reconstruct how the liberal and the communitarian state relate to the negative and the positive freedom. I then test which of these best match the action of Lund municipality. My conclusion is that the municipality is using the positive freedom. The second aspect that I examine is what the municipality's duty is and what the belief is that the priority will lead to. I show that its duty is to provide the citizens with the positive conception of freedom and the objective with the priority is to accomplish the positive freedom. After this I show that it is possible to normatively justify the priority of handicap associations by using deontologi and consequentailism. The essay concludes with a discussion on freedom as a necessary requirement for the individual's well-being and I offer suggestions on how the state should act with regards to charity.
