Upphandling i e-arkivens värld : en skissering av en digital mognadsmodell för att underlätta upphandling av e-arkiv
Sammanfattning: In the field of digital preservation there are several identified risks and problem areas. Meanwhile more and more digital information is being created as we are amidst of what is being called a digital revolution. Amongst the creators of digital information are governments who in Sweden by law must preserve and provide public records in accordance to the Principle of public access to official records. As a result, many of them turn to commercial suppliers for a digital archive. Since the information that these governments produce is of great importance there should be a way to evaluate the actors on the digital preservation market. One method commonly used for evaluation are maturity models. However, there is currently no maturity model suitable for evaluating the suppliers and their services. The aim of this thesis is to make public procurement of digital archives easier by drafting a new digital maturity model. To identify the deficiencies of maturity models the Digital Preservation Coalition Rapid Assessment Model (DPC RAM) was tested. The model was used on two commercial Swedish digital archive supplier’s product descriptions. After the evaluation we concluded that the model itself was insufficient. Because the suppliers’ core is digital preservation the model was not specific enough to fairly assess them. These results served as an assurance that a new model needed to be developed. As part of drafting a new maturity model a quantitative analysis was made on requirement specifications of previously procured governmental digital archives. The results from the analysis showed what requirement specifications were frequently occurring and thus gave an indication of what requirements were of greater importance. The frequently occurring requirements were taking into consideration when developing and sketching out the new maturity model.
