Målstyrning inom den offentliga sektorn : en studie inom två sydskånska kommuner

Sammanfattning: The purpose of this investigation is to show how politicians state primary goals and how they break them down into secondary objectives within the sector of Child-and education area. This is supposed to create a general image on how the targeting process is handled within the public activity. Finally, this will lead us to what is necessary for the targeting process to work successfully within the public activity.   We have implemented a qualitative study within the two chosen municipalities. This case study is based on personal interviews that are conducted through semi structured questions. The purpose was to make the respondents able to talk freely from the questions and that we could get a depth in the information given from the respondents personal opinions.   The theory assumes from literature that sis relevant for the targeting process and its function within the public activity. We for an example included Rombach, R (1991) book “ Det går inte att styra med mål!” and Svensson, A (1997) ”målstyrning i praktiken”. We have conducted six interviews and summarized these from the headlines of the literature review. A selection of arguments from the conclusion states that a decentralized goal-based activity should be guided from a vision and clear of tangible goals. These goals should demonstrate the distribution of responsibilities and what independence the employees have to act from given resources. Through a standardized system, a clear goal structure can be created, which will facilitate this process. This structure will, by using competent and educated politicians and officials, create clear goals. This is a process that demands continues work and will lead to a living process that can be inserted. This living process will allow a dialog between employees and the entire organization and create a comprehensive view in all activities. An optimum goal-based organization should have a stringency that appears in all goals. Finally, a balance should be achieved between politicians and officials that will facilitate a priority between goals from the given resources. This balance leads to a discussion that can be held between the different parties and enable goals to be directed towards a whole where the right goals with the right resources can be achieved.
