Sammanfattning: The aim of this study is to develop a better understanding of the challenges and possibilities of sovereignty from an institutionalist view. By studying an area of uncertain status in institutionalist theories on sovereingty, I hope to clarify whether the conventional content of sovereignty is still intact. The foreign policy of the European Union has a unique status as containing elements of policymaking that is otherwise regarded as a part of state sovereignty. The institutionalist view on international institutions such as sovereignty indicates that the interests of states can shape them. Therefore, the way member states of the European Union percieve the status of the Unions foreign policy should be critical to sovereignty. The study is performed through a textual analysis of the member states stance toward the European Union regarding a case that is believed to indicate the true status of the European foreign policy. By choosing the actions of the European Union in the Georgia crisis, I analyse how member states are handling a clash between national relations with Russia and the relation between Russia and the European Union, which the member states are obliged to confirm as an actor in foreign policy
