Normativ bostadsförsörjning? En policyanalys av Uppsala läns åtta kommuners bostadsförsörjning

Sammanfattning: This study examines how norms about sexuality and gender are expressed in policies for housing supply in eight municipalities in the Swedish county Uppsala. Special attention is drawn to assumptions about cohabitation that are expressed in the policies. For this study, policy analysis is made of the municipalities' guidelines for housing supply based on Bacchi's (2009) WPR-method. The results indicate that the guidelines are based on a linear assumption of life phases as key for the body ́s housing needs. In this idea of life phase age appears to be crucial for how a body's housing needs are expressed which is linked to gender and sexuality. Family life with children, in particular, could be made visible in the study as an assumed important part of the guidelines for housing provision. This focus on the housing needs for the family with children was shown to be expressed in different ways depending on one’s age. Either by encouraging families with children to move to the municipalities or by encouraging elder people to move out of their home to make a place for more families.
