Genusintegrerad klimatfinansiering – för vem? En kritisk intersektionell diskursanalys av den gröna klimatfondens jämställdhetsplan och anpassningsprojekt

Sammanfattning: Women and men's ability to adapt to climate change depends largely on access to climate funding. Therefore, it is highly important that international climate politics make decisions in order to promote equal and gender sensitive financing. This study seeks to increase understanding of how gender is problematized and integrated into international climate finance mechanisms. The starting point in this study is the Green Climate Fund (GCF), which is the first climate finance mechanism to have a gender mainstreaming approach in place at the beginning of its funding operations. This is investigated through a critical discourse analysis influenced by Carol Bacchi and Norman Fairclough combination with theories based on intersectionality and gender mainstreaming. The material used is limited to GCF's Gender Policy and Action Plan and three project plans selected from GCF's adaptation projects. The overall findings show that women are discursively constructed homogeneous as “vulnerable victims” and/or “heroines” towards climate change. On the other hand, men are only mentioned a few times and men's vulnerability against climate change are not mentioned at all. Hence, gender becomes equivalent to women, and masculinity become the norm. In other words, both the Gender Policy and Action Plan and the project plans do not unitary discuss how gender intersects with other types of power relations. All of this has significant effects for the ways climate governing takes place, and for how people think about themselves and others. The study concludes that GCF needs to formulate climate finance decisions from an intersectional perspective to understand the complexity of inequality and marginalization in regard to climate financing. Gender should also, in a better way than now, be integral to the framing of GCF's policies, projects and programs at all levels.
