Sammanfattning: To see those who needs us the most: A qualitative study of how social work is organized in order to identify children who has fallen victims of human trafficking and sexual exploitation. Trafficking in human beings is a crime against human rights and an international social problem. Refugee minors have been distinguished as an extra vulnerable group to become victims of trafficking and sexual exploitation. Previous studies have focused on the character of the phenomenon, the legislation and the support offered for victims. The aim of our study was to research how the organizational structure within two Swedish authorities affects the possibility of identifying victims of human trafficking. A qualitative approach was taken, interviewing seven professionals working within the social services and the Swedish Migration Board. Circumstances around ways of detecting victims in the work were charted. Our empirical findings have been analyzed with the help of Bolman & Deal’s (2005) organizational theory, a structural perspective. We chose to examine aspects within knowledge and structural regulations that have major impact on the prospect of identifying victims. Yet our results show that other aspects are to be considered for an extensive understanding of the requirements of work; discovering victims in the complexity of this crime.
