Reparera eller konsumera? - En svensk strategi för en ökad andel reparationer

Sammanfattning: To reduce the use of resources, as well as to minimize the effluents of carbon dioxide; we need to use our products for a longer time. Repairs makes that possible and is considered a key strategy to move towards a more circular economy (CE). Sweden recently presented its CE action plan, which includes few direct initiatives that would foster repairs. Therefore, through a literature review, policy analysis and semi-structured interviews with several policymakers and relevant actors within Sweden, Europe and the United States (US), this study aims to investigate how Sweden could develop a more comprehensive repair policy mix. The study shows that a lot of interesting initiatives that aim to increase the numbers of repairs are currently being proposed. The new requirements related to repairs that was developed within the Ecodesign Directive has been positively received, but processes of implementing the requirements is considered to be too slow. The France reparability index as well as the French repair fund creates incentives for producers to design more repairable products and will make it easier for consumers to use repair. The Repair Network Vienna, with its repair vouchers, are initiatives that makes repairs cheaper and more trustworthy, and the US policy proposals on right-to-repair would help to create an open market for repairs for a lot of products. Sweden has a lot to learn, and by implementing similar policy initiatives and consider new policies suggested by the literature and interviews – Sweden could be a front-runner in creating a more resource efficient society through increased repair activity.
