Sammanfattning: This report studies how community stakeholders describe their ability to handle accidents and crises. The aim of the report has been to study what has been written on the subject scientifically and in Swedish legislation. There are primarily two areas where ability is described; the field of protection against accidents and the emergency management field. A major part of the report is a content analysis. In the analysis the descriptions of how the ability to handle accidents in actions based on the Law on prevention of accidents have been analyzed. 50 municipalities were chosen for the analysis. The results show that the quality and extent varies among the actions. A reason to this is probably the fact that a method for describing the ability within this area lacks. It is the choice of each municipality to choose in which extent they want to describe their ability. In order to develop a good description there has to be a focus on which the target group is. A model to assess and describe the ability would probably improve the descriptions.
