Sammanfattning: Municipalities in Sweden usually have large land holdings, which means that their sale of land is central for construction of new housing. In addition to this the municipalities have planning monopoly, which gives them the exclusive right to decide on land use. These two factors give the municipality power to influence and control the construction of new housing extensively. When it comes to construction of new housing, the property developer is depended on getting land assigned through land allocations. The purpose of this study is to investigate the conditions for an efficient exploitation process with existing legislation. This is done by studying the actors involved in the process and five factors that contribute to that the time required is prolonged. The factors have been chosen based on a compilation of time-delaying factors noted in interviews and benchmarks. The five chosen factors are the property developer’s influence, the County Administrative Boards impact, appeal, the property developer’s internal process and municipality’s internal process. The conclusion of this study is that all chosen factors contribute to the prolonged exploitation process. However, it is possible to make the exploitation process more effective with existing legislation through cooperation and development of internal processes.
