Sammanfattning: An environment that offers and assumes digital services and digital management solutions that have previously been done in an analog way, also demands an in-creased understanding of the challenges of digitalization in public-sector (Regeringen, 2018). Furthermore it requires that individuals that use digital re-sources have the qualifications and conditions needed. One of the main difficulties highlighted is that political visions at national level are difficult to transform into concrete, unified and practical activities, at local level in public sector (Löfgren, 2007). In parallel, there is a rising field of research that focuses on what new skills, including digital competence that is required for the digitization (Lankshear & Knobel, 2008; Illomäki et al., 2016 & Li et al., 2016).The aim of this thesis is therefore to investigate the challenges of local public-sec-tor business when political visions, society’s demands and the organization’s own goals are combined into practical work. The starting point for the study is the re-gional Digital Agenda, which has been developed as a vision document for digitali-zation in the county where the study takes place.The study is based on a multidisciplinary theory framework focusing on E-govern-ance, E-leadership, digital competence, IT implementation and communication sci-ence. In order to provide suggestions on how digitalization can assist organiza-tional learning, a socio-cultural perspective on learning is applied.The method used is a qualitative interview study with 13 respondents, business rep-resentatives in two public-sector businesses, and a content analysis of a vision doc-ument for digitalization in the same public-sector.The study’s findings point to an experienced need for clearer management and gov-ernance to promote unified and practically oriented digitalization, focusing on in-ternal digital competence.The conclusion is that there is an experienced need to develop an effective method for digitizing the business, focusing on digital skills that are identified as critical of the business activity in the current public sector.
