Sammanfattning: That mankind need to take action to reverse the effects of climate change is not a debated issue. During the last 40 years the greenhouse gases released into the atmosphere due to human activity increased by 70 percent. During the same time the meat production increased threefold globally. It is fairly known that meat production contributes negatively to the climate change and as much as fourteen percent is because of animal agriculture. This essay aims to investigate who has the power and influence over meat consumption as an environmental issue from a perspective of policy analysis, specifically through advocacy coalition framework. The questions of this essay are 1) what goals and instruments exist today in Sweden within the political area to counter the issue of meat consumption as an environmental issue? 2) What coalitions exist in this issue? and 3) How do the actors in these coalitions act to influence this area of policy? This essay is divided into two methods for analysis, a qualitative text analysis, with systematic classification to answer the first question and for questions two and three the method used was interviews of different stakeholders in this issue. The material for this essay consists of documents from the government, government agencies, the parliament and concerning municipalities, but also of the empirical data gathered from interviews with stakeholders involved in the issue. The conclusions are that there are no substantial goals or propositions about reducing meat consumption due to the effects on the climate and that the issue is extremely polarized between people, parties and stakeholders. A strong market based coalition can be clearly observed. A weak and shattered environmental coalition as they lack one of the necessary conditions which a coalition is based on. The actors in the coalitions use different kinds of strategies to affect both politicians and the public. Advocacy coalition framework gives a good explanation to why the political area looks as it does.
