Det bilberoende samhället – Utmaningar och möjligheter som främjar hållbara resvanor i Östersunds kommun
Sammanfattning: The transport sector is responsible for a third of Swedens’ total GHG emissions, where the private cars are a large part of this. Sweden is committed to reducing the emissions from the transport sector with 70 % until the year 2030. Shifting the vehicle fleet to electrical will be one important factor in achieving the goal, but such technical innovation will not be enough. To reach a more sustainable transport sector we will need to see structural and behavioral changes as well. Since the municipalities in Sweden are responsible for the local structural planning they become key actors in the national goals of reducing emissions from the transport sector. To be able to meet this goal it is important to study the challenges and opportunities that municipalities in Sweden meet in this work and to be able to evaluate and improve the plans and resources needed to meet the goal. The aim of the study is to investigate the key challenges and opportunities that the municipality of Östersund has in reducing car use and promoting more sustainable travel habits among the municipal residents. To investigate this, the study is using a mixed method including analyzing relevant municipal documents, conducting interviews with key actors in the municipality and a web survey aimed at mapping the current and future travel habits of Östersunds municipal residents. This study shows that the key challenges facing the municipality of Östersund is for example identified to be the strong car-culture, the local climate aspects and weather conditions, deficient public transport, and the public and political opposition against certain hard measures. The key opportunities are identified to be, for instance, the relatively short distances, technological innovations, the balance of hard and soft measures and the potential to encourage more municipal residents in changing to more sustainable transportation.
