Sammanfattning: This comparative case study will examine the difference in the democratic institutions of Robert A Dahl's theory of Polyarchy in the special administrative region, Hong Kong. This special administrative region is being called a “one country two systems” where Hong Kong is supposed to have its own system while being under the sovereignty of China. China received sovereignty over Hong Kong officially in 1997 and therefore the focus in the paper will be to analyze the democratic institutions of Dahl's theory of Polyarchy in the two periods, 1997-2014 and 2014-2019. These two periods split by the umbrella movement in 2014. This was one of the greatest protest and demonstrations for democratic rights in Hong Kong since China got sovereignty of the region. Since the beginning, China have had an impact over decision-making and the democratic process in Hong Kong. The focus of Dahl’s theory is the civil liberties and rights as well as the electoral process with free and fair elections. So the main questions here is how democratic is the electoral process in Hong Kong and is the civil liberties and rights of a democracy fulfilled in Hong Kong?
