Hantering av intressekonflikter vid nybyggnation i område av riksintresse för kulturmiljövård- En fallstudie av en detaljplaneprocess i Norra Guldheden, Göteborg

Sammanfattning: This thesis examines a detailed development plan process that took place in a officially designated built cultural heritage. Through conceptualising cultural heritage as a process of formative actions by actors, this thesis aims to understand how these formative actions worked and formed the cultural heritage in relation to the construction of a new building in the cultural heritage. This thesis focuses on the balancing of different interests, mainly the interest to densification of urban landscapes and preservation of cultural heritage. The thesis finds that the formative actions have been taken place through a dialectic process, constituting of a series of negotiations, firstly through internal negotiations within the different actors, and secondly through a series of antagonistic negotiations between the different actors. The actors, Gothenburg municipality (Göteborgs kommun) and the county administrative board in Västra Götaland’s Län (Länsstyrelsen i Västra Götalands län), have come to represent different and opposing interests in these negotiations. These different interests have been formed by the apparatus and the specific context of the specific detail planning process, which this thesis examines closely.
