Sammanfattning: Previous studies show that when one of the siblings is already involved in criminal activities, there is a likelihood that the other sibling also draws into criminality. This essay aims to evaluate what perspective the police and social workers in Malmö have about the phenomena, and what a new regulation would look like. We are focusing on why there are not any preventive measures taken in action, which led us to the question of what kind of formal measures should be imposed. We used a qualitative research measure and interviewed seven police officers and nine social workers. The authorities see the connection as complex, because they do not have a specific measure for siblings. The social service has difficulties to find the right measures to prevent siblings to criminal behaviour. However, the police do not have enough police officers around the areas where youths can be found, this leads to difficulties to identify siblings at risk. The empiricism has been analysed with Jürgern Habermas’ theory about Communicative Action and the System-lifeworld distinction. The solution we have found to be the most efficient, is the importance of relationships between the authority and youth. To create a professional relationship, it is essential for the social workers to establish continuity with the youth and for the police to be around their environment. In combination of this, it would be optimum to constitute a regulation for the two authorities to cooperate and therefore be more observant of the siblings.
