Skillnader i sakkunnigutlåtanden angående brand- och rökspridning

Sammanfattning: In order to classify a crime involving a fire, a fire-technical assessment that describes what damage the fire could have caused from a fire expert is needed. In Sweden, there are no rules how these assessments should be executed or who is considered competent enough to establish them, but there are guidelines. The conclusions of the expert opinion have a direct impact on how the crime is classified, which makes it critical for a secure legal system. This study aims to investigate if there may be differences in the fire technical assessments of experts, partly through a survey study and partly through case studies. The study shows that there are differences in the assessments of different fire experts. The report also discusses the expert opinions in general and the guidelines that are available.
