Energieffektivt- och miljömedvetet byggande – i ljuset av investeringsstöd för nyproduktion och renovering

Sammanfattning: This is a master thesis where I investigate if there is an environmental awareness, willingness and commitment in the municipal housing companies to reduce the energy use in the building sector. Furthermore I investigate if the concept passive house or some other type of low - energy houses are used as measures. The government has imposed a state investment. The main purpose of the investment support is that it should be built more climate - friendly housing apartments and student accommodation with affordable rentals. I have investigated whether the municipals makes use of the investment support and for what purpose. The study is based on both a qualitative and quantitative method. In which interviews were conducted with a number of municipal housing companies, with a high percentage of population growth and a survey of the use of the investment support sent by e-mail to all municipalities in Sweden. This study shows through interviews that there is a willingness to build energy- efficient and environmentally conscious within the municipal housing companies. Some of the municipal housing companies have built passive houses and other types of low energy houses which have been successful projects. Through a survey this study also shows that a share of 28% of all the responders has applied for the investment support. The survey's respondents has largely used the aid in order to reduce housing shortage and lower rent. Existing reasons why investment support has not been applied for within the municipalities has been exemplary that rental levels in the aid are too low in relation to building prices and that there is no need for new production inside the municipality. The study is important from the sense that the building sector accounts for a large part of the total energy consumption in the world. Therefore, it is important to investigate the municipalities work on this matter.
