Sammanfattning: The concept of adequate/reassuring (betryggande) safety in Swedish legislation for flammable liquid and gas is very hard to verify in established risk analysis methods. The difficulty lies in the fact that the concept of ade-quate/reassuring safety is only formulated in qualitative terms. The purpose of this report is to discuss and clarify how the concept of adequate/reassuring safety in parts of the Swedish regulation on flammable and explosive goods is used. Beyond that, the purpose is to formulate quantitative demands on ade-quate/reassuring distance between gas vessels and surrounding objects. By examining Sprängämnesin-spektionens regulations on flammable liquid and gas, performing a literature review and discussing the concept with authority officials this report presents the answers on how the concept is used and can be verified in es-tablished risk analysis methods. The overall answer is that the concept is used to ensure adequate/reassuring handling of flammable liquid and gas, structures for handling flammable liquid and gas and distance between the storage for flammable liquid and gas and the surrounding. An adequate/reassuring distance can be verified by ensuring that the surface temperature of a gas vessels never exceeds 500°C and property and humans never are exposed to radiation above 15 respectively 5 kW/m2 in case of fire.
