Lika för lika - Power-sharing accords åtskilda främjande för demokrati i Moçambique och Angola

Sammanfattning: Negotiated power-sharing arrangements between former warring parties in civil wars have more frequently been highlighted in peace settlements as a way to foster durable peace. On the other hand, democracy promotion followed by a power-sharing agreement has generally had adverse outcomes and in war-torn- societies, power-sharing institutions has often created an institutional barrier for further development. The ambition of this study is to explain how and when power-sharing accords can serve as an effective democratization. The central object of study is Mozambique, which since the peace agreement in 1992 has made a remarkable development in terms of democratization. This case is compared with a similar case, Angola, a country that barely has moved towards democracy since the peace agreement in 2002. The countries are compared on account of five crucial variables, including the content of the power-sharing accord, which from earlier research has been shown to have a major impact on peace, democracy and development. This study argues that a military stalemate between the warring parties are an instable, yet a possible relevant condition for promotion. It also concludes that a power-sharing accord that opens up for provisions for multiparty elections, which excludes guaranteed positions, are highly recommended if possible.
