Sammanfattning: Author: Barbara Malachowska Title: Equal treatment within the Swedish Social Insurance System concerning sickness benefit and rehabilitation - A study of how social insurance officers at the Försäkringskassan reason when assessing entitlement to sickness benefit and coordinated rehabilitation Supervisor: Lars Harrysson The aim of this study was to examine and analyze how social insurance officers reason when they assess entitlement to sickness benefit and rehabilitation needs. The study was based on four interviews with social insurance officers who have worked at the Försäkringskassan (Social Insurance Organisation). The study was done in one of the largest towns in southern Sweden. In the study I chose to base the analysis on structural perspective and action theory. The main result I reached was that the assessment of sickness benefit and rehabilitation needs is policy-driven and predictable. The actions and decisions of social insurance officers are limited and the assessment process is guided by rules and guidelines. This paper shows that equal treatment in the assessment is based on the principle that no specific group on sick leave has access to special treatment no matter the diagnosis.
