Sammanfattning: This study aims to examine the challenges that arises when current day digital solutionsencounter established municipal structures. We argue the importance of understanding theimpact digitalization put on Swedish municipalities when it comes to change anddevelopment throughout the organization. The effects of these changes are studied throughqualitative interviews with employees that represents different hierarchical levels of threemunicipal organizations. By using cultural-theoretical perspective on change and the threeanalytical areas of subculture, culture management and change management the studyshowcases the varying degrees of openness to new working methods as a consequence ofdigital development. This receptivity can be traced to the understanding of organizationalculture within the municipalities, which is also differentiated in our study. There is arecognition that understanding of how much you can influence a change and how much theculture forces you to "follow along" is of the utmost importance in maintaining a workplacewhere the existing organizational cultures largely feel satisfied.
