Medborgardialog och medborgares inflytande i samhällsplanering - en fallstudie av projektet Fokus Skärholmen
Sammanfattning: Consultation is a mandatory element in Swedish community planning today. At the same time, research shows that the statutory consultation is not sufficient to create a civic participation that is influential and representative. The thesis has studied methods for citizen dialogue in the City of Stockholm's project Fokus Skärholmen. Since Fokus Skärholmen is a pilot project for socially sustainable urban planning, it also includes investments in citizen dialogue, to investigate the obstacles and conditions that exist for citizen dialogue in densification and urban renewal projects in a large municipality. The material has been analyzed based on theories from communicative planning theory and The Democracy Cube coined by Archon Fung, professor of citizenship and democracy. The results show that citizen dialogue in the project Fokus Skärholmen has similar obstacles and challenges that are presented in research today. The results also show that municipalities and district administrations need strengthened resources, new approaches, increased follow-up and a more permissive bureaucracy to secure the citizens' influence in spatial planning.
